Both "success" and "better" are subjective terms. But if he just wanted to know who has more superbowl wins, then his dumbass coulda just done a google search. I think the question was obviously more in depth than that.
Sports are a business. The NFL is a business. The Raiders have clearly been more successful/better at marketing their product than the 49ers have...which includes their on the field success, historical significance, cultural impact, etc. Even the current coach of the 49ers talked about how the Raiders and Al Davis had a significant role in his development as a coach, and his understanding of the game of football.
If we were strictly talking about on the field success I think it would actually be a good discussion. Niners have more superbowl wins, but I think the Raiders have been to more championship games (NFL and AFL). The Niners have more MVPs, but I think the Raiders have more players in the HOF. I think they're dead even on head to head matchups.

Al Davis is probably the most iconic owner in league history, but he's basically all the Raiders can pin their hat on.
