I agree with Whoopi for the most part.

-In a non-black majority area, the rule usually goes like: The darker you get, the more racism you face.
-In that environment, any non-black person can still say shyt like "At least I'm not a n*****" because this person is taught the above rule, proving Whoopi's point.
-There are still arguably equally hated groups in white dominated areas both in the past and present (Jews, Romas, Arabs, etc), but blacks are almost always grouped up with them as hated groups. A racist non-black is almost guaranteed to hate blacks. It's like a requirement.

That's not to say blacks can't be racist either though.
-An example would be those in more developed African nations harassing immigrants from poorer ones (Somalia, etc).
-And while I'm not sure how often non-blacks face racist experiences in black majority nations, it'd still be racist whether one sees it as justified or not.
