Those Marvel ratings haven't been accurate in forever. They should get rid of them. People normally go by feats and what's been written.

Going by the ratings, Steve shouldn't be leading anyone in any army, no matter what his experience is, due to his INT rating being so low. Everyone has written him to be a tactical genius and he wouldn't have been working with the Illuminati, if he was such a scrub.

Ohh, personally speaking, I've never called Cap a scrub; I'm a huge Captain America fan but let's be honest here...the character is a walking propaganda. Him being a badass resonates more than just his abilities and talents.

Even fighting those where he shouldn't have a chance in hell in winning, the writers will find a way for him to overcome and keep him and America's integrity intact.
