The only thing is 99-03 Shaq wasn't as quick as when the other great Cs had to deal with him. This version of Shaq, I'd say Wilt & Moses.
Every version of Shaq, stopping (slowing him) was all about using your strength to keep him off his spots as much as possible. Then you'd jump with him to contest. Malik Rose, Brian Grant, Zo...even Ben Wallace, Rodman or Lorenzen Wright would use their strength, but they were too short. Big bodies like Daugherty, Big Country, Laimbeer, Sabonis, Yao, Cato just weren't quick enough to keep up with the counters or good enough defenders in other cases.
Admiral would face guard him or try to front him for some weird reason, then contest on the recovery. Patrick prob had the best games against him, and would keep him off the blocks as much as possible and contest everything. Dream wasn't as strong as those 2, but kept active hands and quick feet to cut off the angles. None of them were stopping him completely. But I think they'd all have better chances against this version of Shaq. They were guarding younger, quicker, agile Shaq to varying degrees of success with slowing him down.
Shaq is going right through Cap, Bill Russell & Chief, Sampson. But Wilt and Moses had the strength, the quickness, the athletic ability to probably clamp him down consistently enough more than any other C.
