long story short: 007 was always established as just a number through canon. Been that way since the start. The 00 section replaces someone when they retire or die.

As far as lynch, her character was 007 in this movie (for most of it) because bond left the service. They moved on. But that story is done and over so when they bring in a new bond, it’ll be a new continuity.
