Russo, everyone likes to talk about how great WWE was during the Attitude era but if you watch Raw from 97- until Russo left as head Booker in 1999, you can see there was a lot of crap that was shown during that time period. It's not surprise when he left WWE shows got a lot better and there was way focus on the in ring product then he was the head Booker.

When he got to Wcw all of the 5-10 minute wrestling matches were thrown out in favor for bad storylines and angles. This is the same guy who had The Filthy Animal stables which consisted of Eddie Guerrero, Rey Mysterio, Billy Kidman, Konman and Torrie Wilson who had been a babyface stable attack Ric Flaur for no apparent reason and then dump him in a desert in the middle of nowhere and then come back acting like faces. And also had Wcw wrestlers acting like WWE wrestler's including Brad Armstrong chsging his name to Buzkill and having a ripoff of The New Age Oitlaws theme song all because Road Dogg was his brother.

So why did the ratings peak when Russo was head writer and start to decline a year after he left?

Yeah my understanding of Herd was that he wasn't a booker at all, just a "wrestling executive" who appointed a booking committee but kept interfering with what they were doing with a bunch of his own terrible ideas.

If that interference counts as booking, then he's probably the worst because I don't think any of his ideas were good. He didn't know anything about pro wrestling.

Russo truly sucked in WCW though so it's a tough call.
In listening to Cornette, Herd wasnt the booker. He just kinda approved shyt. Flair was booking for a bit at that time then possibly Ole after. Based on that Russo wins
