Marvel doesn't own the movie rights to FF Fox does and they're the ones who made the FF movies and are thus not in the MCU as Cap and other Marvel Studio movies. Marvel Studios do own the rights to Cap, Thor, and BP so they are set in the same MCU and they don't use same actors for different roles no matter how major or minor the characters are.

Let's roll out T'challa first, he deserves a good move
