They have all main event MULTIPLE ppvs vs each other and Cena.
They have have won and lost belts to Cena
They all faught cena in the 2000s, the 10s and the late 10s.
Orton had the MOST exposure to Cena but he isn't the default answer. He might BE the answer but it isn't "of course" status.

In terms of kayfabe, I'd say the Punk/Cena feud is probably Cena's best feud & is probably a top 5 WWE feud of all-time.
In terms of real life, I'd say it's Orton just because Cena/Orton came up together. Brock came up with them too, but he left for awhile.

I still think it's Edge. That feud lasted 4 years almost, pretty much made Cena and he actually lost the blow off match (thanks to Big Show, but still).

Nah, those two simply didn't have the same chemistry as the other feuds you listed. They had as much chemistry as Austin/Taker, Punk/Y2J, HHH/Steiner

It's clearly CM Punk. Their feud resulted in Cena's best match, the hottest angle in years, and a guy who was a true equal or 1A to Cena in terms of fan interest. Even with Batista and Orton they were never booked to be an interesting contrast or equal to Cena.

This actually isn't an easy answer. It should have been Punk but Punk leaving kind of hinders that. However Cena and Punks 2011 to 2013 story is pretty piff. I would argue he had more impactful things with Punk even if it was short.
Edge and Batista are cool choices but it's kind of here and there. When they worked they clicked. Had some cool moments. But nothing really impactful. Batista should have been it too but he left before WWE really could push that biggest rival story. Edge is a better choice than Orton though.
Speaking of, WWE will say it's Orton. They have a deep all around history and a ton of matches but there are not a lot of memorable moments.
Rock is a decent choice. I will say Rock is Cenas biggest rival. The feud was huge. Sparked a lot of moments. Had a good match at 28. Etc.
But his best rival has to be CM Punk. Especially overall impact for wrestling. To get a cool look at it just play that WWE 2k15 story mode. It really puts that feud into great perspective.
