In my experience in talking with the average non-black male (Whites, Middle Easterners, Indians, Latinos etc)...when the issue does come up, most of em do not find dark skinned black women attractive.
For the most part, the only type of black women that they will date are the ones who basically look like their own or as close to the protoypical white woman (i.e. skinny, big boobs, small butt, smaller facial features, straight hair, very light complexion).
The few that do date them or have any type of preference for them are really a needle in a haystack. I think it's so rare that in some strange way it gets noticed a lot more and even appears to be somewhat brave and heroic in the eyes of other dark skinned black women.
From what I've observed, black women will willfully ignore the 99.9% of non-black males that wouldn't date em, but are very vocal of hyping up that .1% that will.

I was just listening to a podcast that has mostly black female listeners and they had a live show in celebration of their 2 year anniversary. During the show, one of the audience members asked the hosts for relationship advice. When the lady said the dude was white and rich, the audience gave her a STANDING OVATION. Right after the applause, the lady said the guy was RACIST AND CALLED HER RACIAL SLURS . Vastmajority of the audience was black women too
