We tell people on mass transit to keep your valuable items out of sight,to deter theft....and to pay attention to your surroundings as to be aware to something that may be happening, about to happen, or to prevent from happening to somebody or something.

Paying attention to your surroundings is something that all adults should do, regardless if you're walking outside, driving a car, sitting shotgun in a car, riding a bike, sitting in the mall at the food court etc.

at some point, you need to draw the line between attempting to curtail deviants...and where you should be accountable for your actions as an adult, or lack thereof.

Adults of all people should not be attempting to even entertain the notion that it's perfectly acceptable for adults to not practice self-accountability

That's what makes no sense to me. Feminism is all about women being equal to men but yet feminists NEVER want to be accountable for anything. And asking people to "teach" men not to rape and not to disrespect women is not the answer. Most men know that rape and catcalling women is wrong.
