I think NYC actually has more restaurants per capita than DC, but your point stands.
I think there's a cultural aspect of eating in large quantities down south. I think lack of solid public transport definitely adds to this as well. 10 mins of walking to and from the station each day helps.
No people want to defend their regional habits so they will hand wave it away.
