All games had very strong soundtracks. Overall I'd say it's between Vice City and San Andreas.

But in some ways GTA3 had the most memorable radio stations. Game FM by far was the best rap station in a GTA game ever, its not even close. Also Chatterbox FM was by far the funniest talk radio show.

GTA4 had a dope soundtrack as well.
