Good question. The overwhelming majority goes to NYC and LA, so it doesn't leave much room for anybody else.
I'm bias, so I'd say Baltimore, with good reason.

Would Coming to America count for NY.All of those movies were primarily top billed New York actors
And...point of the thread is LA and NY based films...no one is thinking NY when they see those films listed
