From the viewpoint of a gradual depopulation scenario I could see the idea of an engineered virus being used to do that.

But....

There are easier way's to do that without crippling a potential work force especially in the third world region, where the population could be galvanized en masse for peanuts.

The whole thing was an experiment gone awry, hell third world countries like Africa by extension the children of the diaspora In the American continent and fringe/sub communities like homosexual community (they were at a time still are in a number of ways) would make perfect lab rats.
