Because the defender isn't actively defending anything. They are just running to a spot on the floor and standing still before the O player gets there (most of time its the same time the offensive player gets there)
Its part of the reason College Basketball is so terrible because every drive to the lane is a charge.

It doesn’t really hinder attacking the basketagree with threadstarter...the charging call used to be a deterrent to bully ball. now it's used as a defensive tactic that hinders attacking the basket
