I think it started with Jeff Jarrett being 6x World Champion, he held back all the young talent. By the time homegrown guys like Roode & Storm got pushes they were past their primes...

Trying to become WWE-lite instead of being a real alternative. Their downfall actually started before Hogan/Bischoff (can't pinpoint exactly), but there was a noticeable shift a little while after Booker T came in.
