If you have strong shoulders but cannot build Your biceps, you might be extremely internally rotated at the shoulders. Stretch your shoulders and chest out before shoulder workouts. Do some rotator cuff external Rotations. Start doing single arm bicep curls heavy/light/ whatever just do them and get a good burn going(with good form)traps and shoulders. but God evened it up by giving me biceps
