That's asinine. Black Canadians, as in those who were descendants from slaves, are significantly smaller than Blacks living in Canada that come from Trini, Jamaica, Somalia, and so on. If you want a specific example of an already existing Black Canadian culture than you would have to look at places like Africville in Nova Scotia (large settlement that escaped slaves lived in). They had a once thriving community, and was also home to an all black hockey organization "Colored Hockey League", not seen elsewhere in Canada. I heard now that they're trying to revive the area again, since it was heavily hit and practically destroyed because of racist government policies and actions.
Literature is probably the best area which you could look at a distinct Black Canadian culture. An example of a re-owned Black Canadian author would be Lawrence Hill, Dionne Brand, Dionne Brand. Again, a lot of these writers are either descendants from Slaves or born to immigrant parents (the Caribbeans or Africa). But they're all still Black Canadians.
Black Canadians are not solely those that are descendants from Slaves, like it is in the States, and the culture itself is heavily influence by Black Americans, Caribbeans, or Africans. So yes, I can use the annual Caribbean as an example since it's a cultural event that seeks to promote and celebrate Caribbean culture. Those who participate in this event or either born to immigrant parents or are immigrant themselves.
