Well the term comes from labeling middle to upper class white women from SFV in cali during the 80's who were dumb, and talked a certain way.
But the term "valley girl accent " doesnt mean you have to be from the Valley or be white specially now.

Valley Girl isn't the same thing as a white girl. They say that about girls who enunciate words properly.
No it's notMichelle Obama, Oprah Winfrey are the epitome of black woman success and they speak proper english yet they do not talk white.
It's in the vocal/tocal inflection, cadence, and even verbiage a black female uses is when they get labeled as "speaking white" has nothing to do with "proper english"
