The forums I have seen it done on are struggling for active members as people get tunnel vision on that area and usually stop posting after the cap

you should have to be invited to the section. post count and rep could be taken into account, but only those worthy of it

On one forum I go to they have a section where you have to put a password to get in( post count makes sense though to keep out the lurkers/po po)

Then they will hide the links by covering them, like everyone would do when they have a spoiler and would cover the words with the black block
