The fact that Costigan was the main protagonist is a large part of the reason why it was so shocking. You don't expect to see the main protagonist get his head blown off in a scene that didn't have much buildup and wasn't the final scene, by a bit character who wasn't even in the frame when the shot happened.
It's far and away more shocking and unexpected than Sonny's death and it's not even close imo. Sonny was a goon and goons die. You said your piece though. Agree to disagree.
