Had Uchiha Itachi been made Hokage...all of this could've been avoided. The 3rd dropped the ball.

Sounds like Danzo and the elders have a problem and no one else....
The way I understood it was that the Uchiha were blood thirsty savages and were subjugated to keep them in check because if the Uchiha had their way, they'd want perpetual war.
The second hokage understood that if the Uchiha were allowed to run rampant, they would eventually become too powerful to deal with and every other clan would be fukked.
