I think the big thing here is looking at intent.

I understand in the old days blackface was used to mimic the black race. So being aware of that one knows not to open those wounds.

However if someone admires a person and wants to dress as them for halloween or a comic con how is it racist. If I got a deep tan to dress as Drogo from game of thrones does that make me a racist?

If you are doing an impression of a known person for comedy sake you aren't mimicking their race your just trying to make your portrayal accurate.

Can we do a better job of parsing every one into they are racist?

I'm not a fan of the two comics but I highly doubt there was any racist intent and I'm sure Rock and Barkley don't feel that way either.
