You can blame Raditz, Nappa and Vegeta for that. Chichi had no problem letting Gohan hang with his dad before the Saiyan saga. It was not until AFTER she let her son and Goku go the Z fighter reunion that ultimately led to Gokus first death and Gohan being forced to train under who she remembers as Demon King Piccolo.
