most likely he is hurting rural turnout which really is only going to vote trump. if he takes the election results to the supreme court (which increasingly looks like a certainty), then the popular vote numbers might help sway the judges. his popular vote will be even lower than it should be given his general unpopularity because the rural folks will be those with worse mail service and fewer, very spread out polling places. urban and suburban folk will probably still get decent mail and more polling place density.

this also could be the final straw in a series of motivating issues that tilts previously undecided or apathetic types in favor of joe

i think both. like if you look at the coronavirus response, that starts with evil (reduce national readiness for diseases, let the private sector lead), then it transitions into stupidiity (hydrochloroquine, downplaying severity, defiant against masks, thinking it will be like the flu, etc.), then you get back to evil (slow-walking financial relief, corporate giveaways disguised as covid policy, forcing kids to go to school) then it gets stupid again (herman cain, bill montgomery of tp usa)

i can imagine this mail thing is going to play out the same way with an alternating wave of stupid and evil
