However, TikTok operates as a global platform with distinct features and management designed to appeal to international markets. Here are some reasons TikTok isn't fully considered "Chinese":

The app is tailored to international audiences, while its Chinese counterpart, Douyin, serves the domestic Chinese market and complies with China's internet regulations.
2. Data Storage
TikTok claims to store user data on servers outside of China, with primary data centers located in countries such as the United States and Singapore. This is done to address concerns about Chinese government access to user data.
3. Corporate Structure
ByteDance has sought to create distance between TikTok and its Chinese roots by setting up separate entities, including TikTok's headquarters in Los Angeles and Dublin.
The company has hired executives and staff from around the world to reinforce its global identity.
4. Regulatory Differences
TikTok operates under the laws of the countries in which it is available. Douyin, by contrast, operates within the framework of strict Chinese censorship laws, meaning the content on the two platforms is vastly different.
