US military bases in other countries are voluntary. If the governments of said countries requested the US to leave, then the US has to leave.

For example, the US left a naval base in the Philippines in 1992 (Subic Bay). In 2022, the Filipino government REQUESTED for the US to return to that particular base (and that's what happened).

Cause quick question for the people more informed than me. How does an executive order overrule a signed law passed by congress, signed by a prior president, that the supreme court just verified as being constitutional?

He can't overrule the law with an EO. The only thing he can do is grant a temporary reprieve. Congress would need to pass a new law explicitly repealing the law or altering the requirements.
