The party is already mostly coalescing around Kamala. He shouldn't waste a run on a partial cycle like this. Kamala wants this because there really isn't another scenario she'd get the nod. No quality candidate should be looking to take that from her to mount a short 3 month campaign.

There's a (confirmed) story about Bill presenting Hillary's case to the Kennedy family for their endorsement ahead of 2008 election.

Obama knows Biden from 2008 wipes the floor with Trump but Biden just can't do it anymore. He's healthy enough for a random 80-year old playing golf and walking on the beach. He is still capable of actually "being" President but not running a campaign and looking the part...which often matters more to Americans than the work you do (hence why Trump somehow could win again).
