Residents who have been displaced by the ongoing fighting in Russia's Kursk Oblast will be paid 10,000 rubles ($115) each as compensation, President Vladimir Putin said on Aug. 8.

just speculating since i don't know much about it... they can fukk with the metering station so that the oil/gas can still flow to europe but russia won't know exactly how much to charge them for it.
