Any of those East Asian civilizations were essentially atheist. As for other civilizations having religion, just because people used to believe something in the past doesn't mean they were correct in doing so.

Agreeing with a nikka is not the same thing as worshipping him. As for a great atheist civilization, I'd welcome one considering how most of the Christian ones were used for machiavellian purposes. Can't prove god it exists or that he doesn't

I would not use the term "discourage", but I would wholeheartedly agree with you, that a centralizing forum and space is a source of community power and activism and in it's current form atheism does not provide an alternative, in fact it does even accept that responsibility yet. But it is my belief that one day it will.
