They knew putting Chad on the travel ban would upset them so they wouldn't fight against terrorism in the region. Which would allow the U.S. to step in.

#1: Those troops already been there LONG before the travel ban. They came into Niger under Obama, not Bush.

#2: Look at the map. The place those soldiers died was as far from Chad as you can get. Chad was fighting Boko Haram on one border, these soldiers were fighting an Al-Queda/Isis offshoot on the other border. Chad was never fighting over there, it's 700 miles from where the Chad soldiers had been working. The pullout by Chad likely had nothing at all to do with this.
