It literally says in the very first sentence “the primary aim was to secure the citizenship of African-Americans.”
The only reason Chinese people were even mentioned as an afterthought is due to the wording of the laws, it would unintentionally grant other races citizenship. They’re literally saying the opposite of what you’re saying.
