Because they had enough foresight back in 2008 to plan their tack over of state houses where their gerrymandering will/can lead to a generation or 2 of minority rule.

2.) Even if it doesn't move the needle on approval ratings/public sentiment, that doesn't mean you just drop the process! What Trump did is insanely corrupt and can't be allowed to go unchecked for the precedent alone.

the public being more for impeachment is why we have hearings in the first place. It's why Schiff and Pelosi feel more confident in what they are doing. You need public opinion on your side in matters like this.
