It's funny because even if they do send their best, they're going up against the U.S military/CIA/FBI/etc. with an arsenal they can't match nor find in a back-alley anywhere.
Not to mention the surveillance game is on a whole other level compared to the 90's. They can practically follow anyone on video from their workplace into where they were the next year+. These guys find terrorists in a hole in the middle of a desert, what do the they think about the surveillance we got in our own backyard?
On top of all this, some people already making it a whole lot easy to track them based on their online history. People thinking all these sites/gathering places are un-trackable but the fact it's on the internet means it's monitored anyways and have multiple ways to track/backdoor.
They're completely outmatched and don't even realize it.
