Some of that was from the media but yeah the 90's did have some racial shyt. I just dont think it was a bad as the media potrayed it though. There were some gangs like the "avenues" that were targeting black people for a little while mostly from this house with a big ass satelite in front of it in atwater village but then again Florencia had beef with the crips (IIRC it has been a minute) where that was just gang beef.. in some cases black gangs and mexican gangs had truces so they could go after their real enemies. There was so many gangs in the 90's that at night L.A. was like a checkerboard with a different gang sometimes two on every checker square.. shyt was wild and I remember going out and just not being sure how the night was going to end up.. it was dangerous to be a young man of any color back then.. they even had asian gangs man.. fools were into their cars, they were always street racing so you could go watch but they were known for being trigger happy.. like they would blast and get in their rice rockets and bounce.. some of these cats didnt even need to be in a gang they just did it because that was how LA was. You needed the protection of the group.. they had asian boys and wah ching gang i think. Some of the streets look the same but the number of active gangs isnt as high. Really it is about the drug trade and gang violence is bad for business la eme regulated a lot of what used to occur in the 90's and I really think that black people got tired of the little ass apartments and lack of stores and pulled up and moved to lancaster/palmdale.. they werent necessarily being chased out.
