In the Houston case, they're choosing the "lesser loss" by flooding the homes instead of catastrophic damage for the city

apparently they have to do that because if the dam were to break it would cause something similar to a tsunami at least in terms of damage.

They're preserving Downtown and the Ship channel but still..folks not being able to go to their homes for 2-3 months? That's rough.

The releasing of those reservoirs are absolutely necessary. That dams are 75 years old and most likely to fail. If they were to fail we would be another New Orleans but on a much grander scale. They have no choice but to release that water.

In regards to the yearly floods this really just started 3 years ago(Memorial Day 2015, Tax Day 2016) and if not for this hurricane we likely would not have had a major flood this year. But in the event of a hurricane what can you do? There is no preparing for it. No city would have been able to handle this much water.

And if it slows down the people moving here then good. City is already over crowded.
