Okada is on WWE main event money in New Japan. The whole company is built around him and he is currently at his peak. He has no reason to join.
You can't compare it to Nakamura as Nakamura's body had already started to wear down and he was at that point a rung below Okada in New Japan's hieracrchy.
Maybe when Okada is in his 40s and looking to collect an easy payday he might make the jump but it's not happening anytime soon.
