When trying to setup in these places you either have to find established and trusted locals or expats to guide you.

Showing up in columbia just like that with 200k to buy some random apartment was a bad move. The people he was buying from probably didn't even own the building, he could of stayed in america and invest in some property here or some time share in the carribeans and be better off.
