But no, the music is not "dance hall" or "soca". That's not church music. Church music for black Carribeans is soul music like Amazing Grace (obvious influences from the USA; When? How? I cannot say). I suppose Jamaicans might do dance hall but I don't think so. The people you see in OP's photos are Black english-speaking Carribean.

With a reality show already playing out at City Hall for the world to see, Toronto Mayor Rob Ford’s latest video sensation may serve as an audition for Dancing with the Stars.
Ford was filmed shaking his hips with a gospel choir at a Toronto church Sunday, making headlines in the U.S. and likely serving up more fodder for late-night comedy shows.
The mayor’s spokesperson told the National Post that Ford was invited to the West Toronto Church of God for Sunday’s celebration for the opening of a new facilty.
Amin Massoudi said the event took place after 5 p.m. on Sunday at the North York church, near Wilson Avenue and Jane Street.
After the video went viral Monday morning, the original poster pulled it down off YouTube.
The Twitter user changed his handle to “RobFordMadeMeFamous” after the picture was retweeted over 500 times. He did not immediately respond for a request for comment on the picture. Regardless, the user’s comments and the mayor’s past behaviour meant the damage was done.
“It was unclear if the embattled Ford went to the West Toronto Church of God to seek redemption, but one congregant suggested the politician was on more than a spiritual high,” wrote the New York Daily News.
