Once the state presses charges, it doesn't matter if the victim wants the charges to be dropped. The prosecutor is the one that can file or drop the charges.
If they feel that there is enough evidence to proceed with the charges, they'll keep going. If the only evidence is her word, then they may not be able to proceed.
Even if the chick refused to cooperate, they have a video of this dude stomping the shyt of the chick so evidence isn't a problem.
Domestic cases are the kind where you'll see the victim want to drop the charges because they don't want more problems with the assailant.

That's why it was easy for the state to proceed. If it's just the victim's word, the state would have hard time and drop it. But if they have shyt like video, they're not dropping shyt.
Race has nothing to do with the state proceeding on charges supported by video evidence of the incident.
