Remember that movie Y Tu Mama Tambien and the main characters were driving thru Mexico and wound up at that area near the beach and Chuy (and his family) prepared all kinds of food and shyt for them? It has to cost very little and that are looked like a part of the country that no one gave a shyt about. You’d literally have to bring in your own resources, fish and tend to your land.
now the average person there isn’t getting $ like that and would have to rely on travelers buying stuff as they make their way to where every. But some random American retiree with $ to get a decent house/materials at local prices seems feasible.

when it comes to free speech and general government fukkery, I’d imagine that’s an issue for the main bigger cities where folks are thinking like people in 2020 and shun the way “things used to be” like you’d see in the countryside.
the running water scenario would be an upfront dilemma but feasible enough to iron out with some level of ingenuity (and money, of course). But none of this seems impossible considering you’d be coming in with more resources than the average person there and you’re in a remote area with less fukkery to be concerned about
