Unless Titus is getting a CM Punk like push (which is unlikely ), this just seems like Vince being overly dramatic.

But suspending him through Wrestlemania? You already have a depleted roster. What sense does this make?

That's where I'm leaning. Something went down BEFORE his match with Rose, he got jobbed the fukk out then he saw an opportunity to quickly make sure everything was cool with Vince as he walked past. Grabbed his arm to say "Hey, we cool?"

It was an odd time and place for Titus to do that, but he probably thought it was being done off-camera. I can see how you could say it was unprofessional but it's not worth more than a "don't do that again". Suspending him over it is ridiculous.
