Sarkozy pushed for military intervention, Sarkozy went to the U.N and said what gaddafi was doing was a international crime against humanity. It was Sarkozy who pushed for the no fly zone. Sarkozy wanted boots on the ground ( Obama was weary of this because of his anti Iraq positions) and backed off of that.
