To the unintelligent who who are SEEKING out things to be offended by, sure.

But to paraphrase, he said that Italian-Americans, Chinese-Americans etc have an identity in America because they "know where they are from" and invited African-Americans to come back to Africa.

While I don't agree with this notion because AfrAms have a very unique identity, he wasn't trying to be disparaging. He's just never grown up in the States so he's speaking on an issue he doesn't really have knowledge of.
