Probably because everything after the Frieza saga was being made up as they went along. I remember reading somewhere that once the decision to keep Dragon Ball Z going after the original intent of Frieza dying being the overall ending of the series that Dr. Gero and Android 19 were to be originally the main villains of the Android Saga hence why 16, 17 and 18 really didn't have any back story in the original series.

I think it was a couple of years ago that Toriyama released some intetesting backstory on some things one of those things being 17 & 18's real names and 16 being designed after Gero's son. Team Four Star read that information as well and thankfully incorporated in the abridged series.

I watch wrestling and game of thrones so my experience with just sh-t changing within a week is fine by me
