Robert found a way to work the system, and further exhibited how easy it is to manipulate and scam his way into a "pleasant" stay in prison. The cop spazzed, the chubby geek got punched in the nose and extorted, and the black kid devolved into doing drugs and learning nothing from said experience.
Dude you are overthinking everything and using the context that Robert was in jail for a reason other than the experiment.
He didnt "work" the system for the fact NOBODY WANTS TO GOTO THE HOLE.
And you overlook the fact that soon as his "sanctuary" got taken away..he played sick for MORE sanctuary which got him put out the program.
