Different states pay for tuition benefits in different ways. Taxes, lottos, federal grants, etc.

And as long as ANY public money goes to illegal students (who aren't even satisfied with out of state tuition) then we're talking about a consistent and growing drag on local economies.

I understand how tuition benefits can come from all of those sources, but how does that get to people who do not have a legit social. I know plenty of people here illegally that could not get aid for school specifically because of their status. How does it get distributed to the individual?

You do, but unless the company you work for follows all the rules or does work for the government, you can get by on it. I work for a company that lost a lot of employees because they decided to get into doing government work. There are ways around it, but its more strict than it used to be. For the most part, if the company does a real background check, your paperwork needs to be in order.

If you want to call it playing dumb, that's fine. i think we just look at things from different perspectives. I still don't agree that paying in-state tuition is a form of aid, if that student was basically raised in that location. And paying in state tuition is not hurting anybody else. Nobody is moving them along through college faster because they are immigrants.
