Its true that in the US its on a way bigger level than Europe. A lot more institutionalized. In Europe its there but its not as ingrained in the system as it is in the US.

Those cacs over at Vice could easily do something similar to this by going in any "inner city" area in the United States with a hidden cam & mic and make everybody there look like animals... hell it's a security guard in ATL doing this as we speak on youtube.
