To add to what @The Jewnited States said above, he caught him but having him there in his grasp didn't give him a feeling of satisfaction, of accomplishment. So he tries to extend the killer's suffering, to feel more satisfaction, but it doesn't work. Everything goes to hell and he carries out the most brutal revenge he could imagine, but only afterwards realizes the void left by his fiancé's death is still there. It could never be filled by revenge, and so his entire self-destructive descent, and becoming the monster he was hunting, was all for nothing.

But breh, some people (good or bad) would go to ridiculous lengths for revenge with no fukks given about collateral.
The only thing I thought was wrong with I Saw The Devil was how idiotic the cops were concerning the serial killer but then the movie would have been real short if they were competent.
A helpless police force is a staple of Korean flicks. If you want to see the police at their most incompetent you should watch The Chaser (you should ALL watch that btw). shyt will make you furious how much the main character (a pimp trying to retrieve of his girls who's been kidnapped by a serial killer) gets screwed over because of the cops refusing to see the big picture.
Why can't we leave good shyt alone. Pretty soon we'll be redoing Korean dramas.
