There's a reason u can walk to dc from MD but need to cross a bridge to get into VAOh, btw, highkey VA need to return Alexandria county to the District. It was separated forpurposes. They need to respect Banneker’s borders.
I think a lot of PR would prefer actual independence from being a colony over being a state - the last "vote" they had didn't actually allow this third option - same thing happened with Hawaii. The Virgin Islands should absolutely become a state.
DC is a federal territory - not a corporate entity. You can turn federal territories into states the same way we've always done it - through Congressional writ

Because in 1790 when Virginia and Maryland both ceded the land their were only 3000 people there, and not enough white land owing males, the ones that were there keep voting in their previous states.

That had nothing to do with why 1871 Act was created.

You asked why hasn’t it ever became a state and I gave the main reason, which is they didn’t want to give political power to black people.
